Reducing my Monthly payments....

My name is Nkosana Tembe ID no ***. I got garnish order of R2500 from sars that I owe R35000... I called SARS and they reviewed my account and they found out I owe R18000... I have asked them to reduce the instalment to R1000 for affordability but I can't get help.. My Payroll says I must talk to sars and visa Vesa...
