Recalled Without Any Reason

Do SARS recalled department is still working or there are not ,you can call that department for all day and they will still not answer there calls, From last year October they recalled my vat refund from SARS from my account ,they have never answer there calls and when you go or call SARS ,they don't even have any info on what is happening ,so guys what mast I do? Please guys I need help
