Poor response from the SARS

Poor response from the SARS. Logged calls, have 3 case numbers in the last two months. Someone is not doing what they are supposed to do in terms of communication. I am always stuck with 1st level support which don't even have enough information to give me relevant answers. I would appreciate some service please.
