Please help us to put this case behind us SARS

My mother in law passed away two years ago, and my father in law a few months later.

The estate can't be finalised due to the tax compliance certificate for my mother in law is NOT issued by SARS. My wife phones them every week, every week she gets a new case number and they will try to find out what is keeping them from providing the certificate, but nothing happens. We've received my father in law's certificate months ago already. So why is this taking so long ?
