over taxed but no refund

I have a problem with SARS deciding to tax us as they feel, I claimed my two pot last week ,got taxed 3000 more apparently some issues with the annual income, fine they do recognise there was a problem however it cannot be rectified till I claim again next year, told them I do not want to claim again next year and I was told well that means I wont get a refund for me to get a refund is by claiming, where do we report SARS disputes?
