NOT Answering emails or calls

I've been trying to get hold of someone at sars and even call backs for 3 weeks now with regards to a payment i need to make but it's not accepting any reference numbers provided . I have also emailed 3 times and no reply. They say they are open till 4.30pm but stop taking any calls from 3pm
