No service outcome

I have submitted my 2018 tax return on the 2 July 2018. I was given an amount I would have refunded with. Then after not receiving the money I went back to Sars and they said I was being audited. Then after a week I was informed that they need documentation to say the medical aid is not mine but my wife's. We su mitted the documents and then they said it was an objection. I went back in Sept 2018 and they told me we will have an outcome after 90 working days (13 Feb 2019). I did not hear anything from from Sars so I phoned. The lady said the case was suppose.to be resolved and she escalated it. The they said they will phone me back and no body phoned. I phoned again today and now there is no turn around time. Every time I phone they tell me a different story. It is 10 months after submitting already and no one at Sars can give me an answer. What do I have to do or who should I speak to to get the case resolved. Should I go to the president directly to complain about Sars not doing there job.
