NO SERVICE AT SARS

Why is SARS charging Us every year for submission Or NO submission of Our Returns .This to me is just to make extra funds other than what is deducted from out Monthly salaries and additional Income .Last year they gave me a bill stating is because of my travel claims This year they say i owe them due to my Medical Aid dependents . i DO NOT HAVE DEPENDENTS ON MY MEDICAL AID And i have been saying these all the times.I know i will not get any respond but if there is any legal Officer who can help with this matter kindly assist me to let this debacle to rest .I have recorded my last conversation with them when they called me
