NO RESPONDS FROM SARS

Please help. My mother in law estate was handed over to SI Administrators, the only document outstanding to finalize the estate is the deceased Tax Clearance Certificate. The Tax Clearance Certificate was requested from SARS already beginning of June whereby SARS have 21 days to respond. It is already 4 months later without any responds. I tried calling SARS but without any luck. IS Administrators keep on logging requests but according to them they also did not receive any responds.
