No respect

I called SARS to make payment arrangements for big payment I had to make. This is the first time I ever had to make a payment and for that big amount. I spoke to an agent and she advise I need to go in between 08:00-16:00 during the week. I also need to take a motivation and all financial statements related to my salary. She also mentioned I need to take my wife payslip with. After arranging time at work to leave early and work the time back. I went to SARS on the 19th of November and got there at 15:40 due to traffic. I was advised that its too late I will have come back the next morning. There is no allocated section for someone to make a payment arrangement and why was I not informed in the beginning that it would be best to do it in the morning. Now my time off is wasted but I still need go in and make a payment arrangement. This is the worst service have had in a long time.
