Money Return

On the 01July , I went to Sars to do my tax return, was later told that Sars will pay me back the money that he is still deducting from my salary, which is over than what is expected. I was then told that I must expect the money end of July , till today I havent received a thing, neither to to mention the sms or dropping an email. <br> Is SARS bankrupt?
