Manually submitting docs & told its not on system

I went to Sars in Bellville on 30 August 2014 and handed in all my outstanding tax documents and was told another medical aid document is outstanding, After spending this long day in August i went back on 11 September 2014 and submitting the outstanding documents. Since then i have been waiting patiently for my returns that was suppose to be paid out but nothing happened month after month i was told 30days then 60 days etc. Only now to find out that they cannot trace my manually submitted documents on the system. Why were they lying to me in the first place if this was the case. The last time i phone in Jan 2015 i was told that there was an objection on the case and they will pay out the funds in 21 days and now this. I had spend too much wasted time standing in long Q's and wasting my time to do this again, plus im being told that i cannot submit this online because this was manually submitted before. I cannot afford to stay out of work and find this unacceptable and unfair that the correct information was not provided hence the long wait and im still waiting, Please help Peter as i dont know what to do anymore. I also spoke to the teamleader but still feel dissatisfied.
