At November 2016 I immigrated to South Africa and started to work immediatly.
As I do not have any idea about the tax system in South Africa I went to the SARS branch in Cape Town at 2017/07/18 in order to get assistance. The documents I had with me were an IRP5 and a certificate from my medical aid. I left the SARS bulding with a SMS confirming that I will be refunded with an amount of R4798.
At 2017/09/27 just a few days before the payment was due I received an additional assessment saying that I now have to pay R4798. I called the SARS helpline in order to find out what is going on. I was told that documents were missing. As the tax year starts at March and I only started to work at November I should hand in an affidavid confirming that I did not work in SA bevoer November. I also should hand in some payslips as I only was on medical aid from January 2017.
At the 2nd of October I went back to the SARS branch at Cape Town and handed in the documents.
Now, at the 6th of December I received a notice saying:
"NOTICE OF INVALID OBJECTION
The South African Revenue Service (SARS) refers to your Notice of Objection (NOO) dated 2017/10/02.
Your objection does not comply with the prescribed rules in terms of the Tax Administration Act. The NOO is therefore invalid due to the following reason(s):
Tax Period: 2017
-Insufficient substantiating information was received to substantiate the grounds of dispute for source code/ field code 4003 , 4473 & 4474. Kindly re-submit the dispute with the correct disputed amounts against the relevant/correct source code: code 4003 ,4473 & 4474 - amount's reflected on assessment = "0", amount's that should be reflected = "R 3192 , R 1445 & 2040". -The objection form does not state the grounds for objection.
A new NOO may be submitted within 20 business days of the date of this letter."
Obviously I am angry about this. I was speaking to 3 people who work for SARS. Two at the branch submitting my cases and one at the phone telling me what I have to hand in.
At least 2 of them must have given me bad advice or support. I feel cheated and powerless. Is there anything I can do about it?
