False advertising on radio

SARS says on their radio add that you don’t have to submit a tax return if you earn below a certain amount. Well, for years I didn’t have to submit a tax return. For 2018 I had to and I did, and they promised me +/- R16000 BUT I had to submit the previous years tax returns. Why? I did. Now 21 working days that’s the term for pay out they still haven’t reviewed my returns for those years. And they state that I might be penalised for late submission for those years. Why do they advertise you don’t have to submit a tax return?
