dont want to pay back my return over 90 days

I've submitted my return initially on the 21st. to date no pay-out has been done. I called today and the manager has the odesity to tell me I must call back next month. she told me that we must adhere to our monthly Sars contributions but for SARS my case is too recent for something to be done. Her agent Jocelyn spoke over me whilst speaking to her. I called every month for something that is it not my fault.<br> Is it fair that over 60 business days im still told wait until next month for a back office to resolve an issue.
