Delivery of goods

I am currently working and living outside south Africa. While I was on holiday a few weeks ago in South Africa, I asked a friend to send me a parcel containing personal belongings. Unfortunately I had to leave south Africa before the parcel arrived. Now I was sent an email stating that the parcel was being held unless I supply some documents.i really do not understand.
