Delayed service

I submitted my tax return via e filing in July, together with attached documents. My return was chosen to be audited. I called SARS to find out about my refund. I was advised they still require further documents and that they sent me notification of this. I searched and searched but received nothing. So I then resubmitted my documents. Why must I wait 21 days from the time the resent documents? It should rightfully be from the time I initially submitted the documents. This is unfair treatment. SARS, please expedite this urgently.
