Customs excessive charges and delays

Hi I bought a Screen Protector protective film for my cell phone cost was $3.74 plus postage of $5 which has no bearing on the cost as far as Sars is concerned. I waited over 3 months for the item to get here. On picking up I find that customs have charged me R57? This is crazy - according to FedEx on duties: Unlike the actual devices, cellphone parts and accessories only attract VAT and no additional duty. Similar to cellphones, SARS also adds the 15% luxury item mark-up for accessories before calculating VAT, FedEx said. SO in total my item should have cost me around R10 no more, whats going on.
