Can i just get my MONEY!!!

I submitted my returns over a month ago i was then advised there's a refund due to me. On the 11th of Aug i went back to spend another 2 hours of my time to submit proof of payment because of a transfer i made 2015. Consultant advised me it was going to take 21 days for the block to be lifted. After 21 days i spend another 1hr waiting on the call centre to check why the payment was still not done i was told to call on the 15th of Sept if its still not done. When i phoned on the 18th a consultant with attitude told me she was gna escalate the matter and it would take another 21 days!!! I mean what nonsense is this its my money and i have to beg. If the situation was reversed was sars going to keep up with such nonsense? Am i going to get my money or not?????
