application for tax number for first time

I spend R140 travelling from bramfischerville RDP'S to Dube khaya center to apply for a tax number,on day one which was on wernsday the lady at the reception did'nt explained everything to me then gave me the application for registration only and asked me to prove of resident..if i dont have i should go to the nearst Joburg customer service center and aske for statement or proove of resident.When i got there they told me they dont issieu proove of resident any more due to ***** so they gave a paper that has an information that SARS can use for my application cause it has a stemp as prove,as for statement of bills i dis not get cause my house number is not on joburg customer service system.Friday i went back toSARS and explained every thing to them stil refused to help me instate they laughed at me infrant of other applicans
