Three months and still no refund!

I app**** to have a UK qualification evaluated and received feedback at a great turn around time. By August 28th, SAQA advised that I was not eligible for the evaluation certificate and I completely understood their reasons why. Since then, I have been promised my refund for nearly 3 months and have not received any monies back nor any feedback on why it is taking this long. With every phone call the wait is extended by a couple of weeks. Surely if payment is expected UPFRONT, it should be a walk in the park to refund. One month is acceptable but nearly THREE months is ridiculous. This is a SOUTH AFRICAN QUALIFICATIONS AUTHORITY... it's sincerely disappointing how long their processes take and the lack of feedback is even worse. Three months-- Still no refund.
