Waiting for refund

In 2011 i bought a car and took insurasnce with SANTAM. Promises were made and one of them was that a tracker will be installed in my car. that didnt happen but i was carged every month for the tracking system. i made calls to find out whe this will be done was told they would refund me the money debited off my account. i was the told i would b refunded. it 2015 and i am still waiting for the refund. very dissapoined
