Santam can't payback my money close to 2 years now

I had my 2nd accident in 2018 being insured by Santam but this time around, Santam has been giving me a hard time with refunding my money back.

I confirmed with Santam that the incident was not my fault because I wrote a statement at the Police Station with the person who hit my car from the back when he didn't maintain a safe-keeping distance and failed to stop to control his car. Santam confirmed with me that they will refund the excess money that I paid, but after the third party insurance (Oakhurst) pays them.

So it's 2020 now and I still have not received any communication from Santam unless I contact them to enquire. Their response is always the same that they are investigating the third party to pay out the money in order to pay me. Please help, it's been almost 2 years chasing them?!
