Santam and Tracker shady contacts

When I joined Santam, I was made to believe that the tracker will be installed and I don't have to pay anything for it. Now that I moving to another insurance company, I am told I need to pay for the tracker and the cancellation fee is R1000. A tracker that I never needed in the first as I already had my own tracker with Cartrack when I joined. This was never explained now my car has two trackers and I need to pay R1000 to cancel the Tracker from Santam.
