No legal resolution

I called Santam insurance to inform them that a client of theirs has been refusing to log a claim with them after bumping my car. They said they would transfer me to the legal department however I’m yet to speak to the legal department to see how I can resolve this issue. Their client refuses to log the claim even though he knows hat he is responsible for what’s happened to my car. I need to speak to the legal department to resolve this. I have their clients policy number as well details related to the car and the driver at the time
