Is this false advertising?

Santam claims that they will give you a quote and if they cannot beat your current premium they will give you a takealot voucher. I have asked for a quote numerous times on their website with no callback. Then I contacted their complaints department and they didnt know what takealot promo I was talking about asking me if I am not perhaps confusing this with a different insurer. I then sent them the screenshots if the adds. I have followed up and logged 2 more complaints. Still no quote. Is this then not false advertising?
