Disappointed with Santam

So disappointed with my trusted insurance, I claimed for my vehicle damage however Santam opted to settle the claim in cash rather than fixing the car. The amount which they are pay out is +_ R8000. When I make a quote from panel beaters the damage amount to +_ R17000. My worry is: the car is insured for R187 000 with access of R3000. If I accept the R8000 it means that I will top up with R9000 to get the car fixed which is 3 times my access. Now Lucky the access is avoiding me.
