Claim settlement without proper assessment

We filed a claim for a damaged swimming pool but SANTAM refused the claim the basis of "wear and tear". The water leaked out of the swimming pool and subsequently the adjacent paving collapse. On email SANTAM agreed to cover the water damage. They requested me to obtain a quote in which the contractor listed the steps and items needed to repair the paving but SANTAM decided to pick the items they want to pay out and discarded the inbetween item although the one is depended on the other. After the initial assessment for the swimming pool they did not bother to re-assess the water damage and from their offices decided what will be a fair claim settlement. The claim went passed the Ombudsman's offices and again the importance of a re-assessment was ignored.

Good day Johan,
Thank you for your post above.
We note the matter was handled at the office of the Ombudsman for Short Term Insurance under reference M322/17D.
Once the matter was managed in their office, we will not be in a position to assist you with your concerns. They are the highest authority in complaints handling and once they have made a ruling we cannot overturn that.
Unfortunately we will not be able to assist you.
Thank you kindly.

Best regards,
Good day Stephen,
I take note of your reply but how is it possible that I am the only one who think it was necessary for SANTAM to re-assess the damage to make an informed decision. The damage visible during the first assessment is worlds apart from the subsequent water damage.
Greetings

Good day Johan,
Thank you for your re-post. I can understand your frustration and unhappiness.
What I suggest and recommend you do, is if you are not satisfied with the ruling of the Ombudsman, is to approach them directly with your reasons why you are not accepting the decision made.
Unfortunately we cannot assist on this platform and any further communication need to be through their offices directly.
Thank you very much.
