Asked for a quote and loaded a policy

I asked for a quote from Santam through the call centre and spoke to Riyaad. The next day I called to update my quote and find out that Riyaad loaded a policy for me already without any confirmation from me. During our conversation which was recorded I specifically ask for a quote and then specifically ask whether he is giving me a quote that I still need to confirm to which he said he is. Then when I spoke to him after finding out that a policy had been loaded and I was not given a quote he said he would cancel it. I called through today and it was not cancelled! I spoke to another consultant who says the policy is cancelled but ask for written confirmation and still have not received it. I will be reporting this behaviour to the ombudsman!
