The payment from retirement isn't being increased as the cost of living goes up

My grandmother has her retirement fund with sanlam, and they are refusing to give her an increase on her retirement earnings, as the cost of living Increases. She's been getting the same amount since 2010, and she isn't getting help from any of the staff.
