Policy exclusions and not exclusions????

I app**** for an ammount which medical aid did pay short on. Then it was declined as dentistry is not included..... Exclusions crowns, inplants etc and then it says definition does not include basic dentistry as per A. 4 which is dental treatment fillings treatment for pain. So tell me what is then excluded if i had severe pain and then went to the dentist he got my pain under control and did fillings. Please tell me what is then the problem to pay this supplier
