Traffic department doesn’t answer calls

I’ve attempted to call the traffic department for two days now to ask what documentation I need to get a duplicate of my vehicle papers I also tried calling Randburg Edenvale midrand none of these answer their phones what is the use of running a facility if you cannot even do the most simple thing like answer your phone
