Requesting help with the car's ownership

We bought a BMW 320i on the 28th of March 2019 from Sandton repo cars. The license and registration fees were charged, but unfortunately the ownership of the car is not changed until today. The car is not licence they made a permit which expired. I was calling, calling, sending wattsapp messages and emailing them ever since, but nothing has happened. The car cannot be used but we are paying for it. I am writing here because I need help, what shall I do to?
