4 months and still no spare key

I bought my car 4 months ago and am still waiting for the spare key which was not available at the time of purchase. A key that doesnt work was initially delivered and there has been no attempt to rectify the situation. These guys have been promising that it is coming but never arrives. This is not important to them because as they dont make any money from it and actually costs them money to put in place. No one from Sandown has contacted me to keep me up to date and I have to keep following up myself only to hear its a paperwork issue.
