Becca complex with no assistance

My mother rents property in Bellville called Becca Villas. Out of the 7 properties in the complex only 2 are currently occupied due to BIG safety concerns. Break-ins are taking place every other week with no assistance from any agent after numerous emails. 3 properties have been standing empty for 5 months with NO new tenants even considering the complex. Electric fence is not working, which was reported but to no avail.
