Useless Buy & Get promotion, jumping through hoops for nothing.

I purchased a Samsung appliance entitling me to a reward according to the Buy & Get promotion. The single number available to phone once you've reached step 4 has a LONG waiting time before routing to what sounds like a cellphone being used by a person walking in wind, with the "customer care" person on the other side unable to hear anything I say (?poor reception or broken audio). I've tried numerous times from cellphones and landlines. I was already apprehensive about Samsung's Buy & Get promotion due to all the complaints from previous years. So much for customer service.
