not delivering a promotional item

i bought a samsung note 8 durning black friday 2017 special where if you buy a samsung note 8 from a mtn store you get a free samsung tv. they have not yet delivered my tv after numerous email explaining that i must qualify due to ne meeting all the promotional terms and conditions.
