Havent recieved my battery

I took my Samsung S4 for repairs, it was repaired and I was Happy about that but to my surprise my battery was not included when my phone was returned, called the in store manager and said I should come the next day and when I called he kept on postponing till today I haven't received my battery and when I call to do a followup then there is no one answering the phone, I want my battery why would you return a phone without a battery?
