Find my mobile or NOT

After having my second phone ****** this year, I can do nothing about it because samsung find my Mobile does not work. I just checked on a device which I had sitting right next to me. with GPS on and wifi connected. Location could not be found. I would greatly appreciate if this could be rectified so that I could do something about it. Thank you
