assistance for blind person to use s4 mini

I am blind and have been trying to get someone from samsung since December to assist me in using the s4 mini, it needs to be set for a blind person, and i need help navigating the phone. I was told there are courses that would start in Feb in Constantia but [Email Removed] no *** is not replying, I phoned head office *** was told i must go to any one of the branches, but those people are not trained to help someone who cant see.Phoned Fikile at cradlestone mall, she said she will try find someone, this was last monday she never called me back. I phoned today the store said phone head office. what now?How can a phone be marketed as user friendly for the blind and not have someone trained to help.
