Pilchards with scales

I bought a tin of Saldanha Tomato Pilchards. Upon opening can and removing bones I discovered that there was a large amount of scales covering the fish. The fish was inedible as is was difficult to even try<br> and remove the scales whilst ensuring that we didn't eat it. I don't recall it being a norm for tinned fish to be covered in scales, it also implies that it was pre-cooked in scales. GROSS MAN! Would like to see the quality control people that is in charge of the quality of the fish try and stomach the contents of my tin.
