Poor Service

Very poor service My brother was on old age pension, he was a police man, so I came to inquire about his pension, when I'm at their office, there was a note saying that person is on lunch and she wrote her cellphone number on that note, and I called her, and she said she's on lunch, she'll be back at 14H00, when I check the time, it's 12:30, how can I wait outside for more than an hour waiting for someone who's on lunch?

Why can't they leave someone when the other one is on lunch? In this era the offices are still closing for lunch and people should wait outside where there's no chairs to seat?
