SABC Not Providing Services

Can we as clients of SABC , take the SABC to court for Not providing a service they insist on charging us ???? I have not been able to receive SABC channels since i started using an OHD decoder ? iam sure charging us for a service SABC cannot/will not provide will be classed as theft .... i wonder how much i can sue for?
