more than 24 hours and no luggage

My fiance flew from Congo on the Wednesday arriving at 23:10. They lost my fiance luggage! Today is Friday and he is still waiting, all his work Docs, clothing and chaers etc are in his bag. Everytime we call cpt airport no reply, when we call JHB they tell us its in cpt! This is not funny he needs his bags for meetings etc and cannot be walking around in the same jeans and Tshirt and undies for a few more days! How the hell does that work?
