Made to pay the ticket when they knew I'm late

In November I was traveling to PE. I had booked but arrived late at the airport for my flight. I asked the consultant that made me pay but he insisted I can pay and go catch a flight. I had to go to British Airways who gave me much better service. When I went to complaint I was told they won't refund me. They still refusing to refund my money. What do I do?
