Lost Luggage

I am a frequent traveler, I travel every single month, with the same luggage, 1x laptop bag and 1x small kit bag as it is convenient to not do luggage check-in and I can easily disembark the plane.<br> <br> On my way to Harrare, Zimbabwe I was able to do just that, have both bags as carry-on luggage, as I do with every other flight that I take. <br> <br> My ticket also confirms that I am allowed to take 2 carry-ons on to the plane...<br> <br> When I boarded the plane this morning, one of the guys at the boarding gates told me that I am allowed to only take one bag onto the plane with me. I asked him why because this is obviously new to me as I have been taking both bags with me on all my travels.
