Complaint about baggage handling

I am very disappointed with SAA. I was on a flight from JHB to Cape Town last week and everything was fine, until I got my suitcase that is. My suitcase was broken to the extent that even one of the wheels came off. i went to the baggage counter and the lady said , who was quite friendly, apologised and even tried to get me a loan back but there was none. She said since the suitcase was broken from JHB I need to go to the baggage counter there and they should give me another suitcase . When i got back to JHB I went to their baggage counter there and explained the story to the lady working there. She told me that i was supposed to be assisted in Cape Town and gave me a form to complete. Why am i being sent from pillar to post? I even had to throw the suitcase away because it was so badly damaged.
