SA Property out to get Pensioners

Why are pensioners or anyone in fact, being charged R68pm for electricity meters (that's excluding money paid for actual elec units). This means that R100 would only get you 7units for the Month as a pensioner.. The electricity company contracted by these people aren't answering, the managing company isn't answering so I want to know what poor excuse of a company traps and takes advantage of elderly people in this manner??
