Worst service

I went at Benmore post office on the 23th of December to renew a disc on behalf of my husband, they told me that he needs to write and affidavit to authorize me, the guy who was next to me we both had the same issue and needed affidavits but their manager Sandile, I can't remember her Surname helped the guy because the offered to buy lunch. What I have also noticed while I was waiting in that long exhausting que, a slender lady who was speaking Tswana would go to randomly guys at the back of que to take their forms and pretend as if she's filling the form for them, then she will give the manager the forms and go out with that customer to buy lunch for them, 5 minutes later the customer's disc has been printed because they bought lunch for them. So is this the kind of service that post office is promoting?, do I have to bribe people for me to get assistance ?, is that the kind of post office that needs a ballot from the government?
