What is the Post Office doing about their backlogs?

The package arrived in the country (from China) on the 19 October 2017 (I checked with the foreign carrier and it did indeed arrived on this date),

I was then advised that there is a backlog at the JIMC and the package only got scanned on the 9 November (that’s 3 weeks since arriving in the country)

I am now told that there is a backlog at customs as well? Your website states that the inspection process is 48 working hours, can a customs clearance really take 2 weeks?

Its been more than a month since the package arrived in the country, how can it take longer to get delivered to a local branch from the JIMC than it took to get to the country from China?!
